Tesco to open F&F flagship store in central London

British retail major Tesco is all set to open a new flagship store for its F&F clothing brand in central London in late October or early November 2013.

The new 5,000ft? store will be located on the mezzanine floor of its Kensington superstore.

Tesco already has F&F concessions within stores in Woolwich in south east London and Pitsea in Essex, majority of which are small convenience stores.

The Kensington superstore, however, is relatively a larger one and will display its full range for the first time.

This latest development signifies the retailer's strategy to focus mainly on food, clothing and health and beauty categories.

Following this, Tesco will open another refurbished 80,000ft? hypermarket in Watford, north London, next week.

The refurbished store will stock clothing range, a Giraffe restaurant, as well as a Harris + Hoole coffee shop, and a Euphorium bakery.

In addition, the retailer is establishing a community room in the Watford store for local people to book for activities free of charge. Upon opening, this will be the first such facility in the UK.

Tesco is also in talks with sports goods retailer Sports Direct to open some of its outlets inside or adjacent to Tesco stores.

  1. Launch the YouTube app from the Home screen of your iPhone or iPad.
  2. Tap on the menu button in the upper left hand corner.

  4. Here you'll see a list of things you can adjust on your YouTube account. Tap on Safe Search Filtering.

First, we gave you the Moto X when compared to its brothers sold exclusively on Verizon ? now we?ve got Motorola?s new flagship compared to other flagships of the moment. This is how the Moto X stacks up against the Galaxy S4, HTC One, and the Google-inspired Nexus 4. Is the Moto X really that far off in terms of specs than the others? Let?s look.?

As I was putting this together, I saw a couple of things. The first is the craziest, and it involves the Nexus 4. It?s still quite remarkable to think about how cheaply priced this phone is. But we all understand that Google is the only company on this list that can make zero money off of the hardware of their phone, since they can turn around and make it back and then some through Google Play services (at least in theory). Sure they own Motorola, but time and time again we have been told that Motorola is operating as a separate entity. So in other words, they still need to make money off of their hardware sales. (A conversation for another day should probably be over whether or not they should operate as Google or at least with Google?s approach to hardware pricing.)

So the other thing that stood out to me, is how small of a gap there really is here when it comes to specs. We?re talking 1080p over 720p, and quad-core over dual-core. Because of those two things being on the lower end in the Moto X, the world has decided that this phone is overpriced and worthless. But then you couple that idea with the fact that Moto?s parent company is selling a phone for $299, and all hell has come crashing down.

I think it?ll be tough for Motorola to convince die-hard tech fans that the Moto X is worth its $199 on-contract price when compared to the Galaxy S4 and One. But maybe Motorola wants the rest of the world, not those tech die-hards. I think in a perfect world, they?d try to capture everyone, however, after watching the waves of furious internet techies cry out over last couple of days, this might not be the phone to do it.

Japan Finance Minister under fire for Nazi comment

TOKYO (AP) Japanese Finance Minister Taro Aso has retracted a comment he made this week suggesting Japan should follow the Nazi example of how to change the country's constitution, following complaints from neighboring countries and human rights activists.

Aso drew outrage for saying Japan should learn from how the Nazi party stealthily changed Germany's constitution before World War II before anyone realized it.

Speaking to reporters, Aso said Thursday that he was misunderstood and only meant to say that loud debate over whether Japan should change its postwar constitution to allow a higher profile for the military was not helpful.

"It is very unfortunate and regrettable that my comment regarding the Nazi regime was misinterpreted," Aso told reporters. "I would like to retract the remark about the Nazi regime."

Aso made the comments about Nazi Germany during a speech Monday in Tokyo organized by an ultra-conservative group.

Critics of the ruling Liberal Democrats are uneasy over the party's proposals for revising the U.S.-inspired postwar constitution, in part to allow a higher profile for Japan's military.

Japan and Nazi Germany were allies in World War II, when Japan occupied much of Asia and Germany much of Europe, where the racial supremacist Nazis oversaw the killings of an estimated 6 million Jews before the war ended in 1945 with their defeat.

Japan's military aggression, which included colonizing the Korean Peninsula before the war, is the reason its current constitution limits the role of the military.

According to a transcript of the speech published by the newspaper Asahi Shimbun, Aso decried the lack of support for revising Japan's pacifist constitution among older Japanese, saying the Liberal Democrats held quiet, extensive discussions about its proposals.

"I don't want to see this done in the midst of an uproar," Aso said, according to the transcript. Since revisions of the constitution may raise protests, "Doing it quietly, just as in one day the Weimar constitution changed to the Nazi constitution, without anyone realizing it, why don't we learn from that sort of tactic?"

Aso, who often speaks in a meandering style that has gotten him in trouble for off-the-cuff remarks in the past, also said in the same speech that he did not mean to "deny democracy."

"This is a constitution for all," Aso said. "I just don't want (the revision) to be decided amid a ruckus."

On Thursday, Aso said he referred to the Nazis "as a bad example of a constitutional revision that was made without national understanding or discussion."

"If you listen to the context, it is clear that I have a negative view of how the Weimar constitution got changed by the Nazi regime," he said.

The Simon Wiesenthal Center, a human rights group dedicated to keeping alive the history of the Holocaust, urged Aso to "immediately clarify" his remarks.

"What 'techniques' from the Nazis' governance are worth learning? How to stealthily cripple democracy?" Rabbi Abraham Cooper, associate dean of the Simon Wiesenthal Center, said in a statement.

"Has Vice Prime Minister Aso forgotten that Nazi Germany's ascendancy to power quickly brought the world to the abyss and engulfed humanity in the untold horrors of World War II?"

In South Korea, Foreign Ministry spokesman Cho Tai-young, said that Aso's remark "will obviously hurt many people."

"I believe Japanese political leaders should be more careful with their words and behavior," Cho said.

In China, which also suffered invasion and occupation by Japanese imperial troops before and during the war, Foreign Ministry spokesman Hong Lei said the comments showed that "Japan's in Asia, and the international community, have to heighten their vigilance over the direction of Japan's development.

Hacked iPhone chargers could let snoops spy on devices

The next time your plug in your iPhone into someone else's charger, you could be putting all your personal data at risk. Malicious software could be installed without your knowledge that lets hackers attack your device.

Georgia Tech Information Security Center researchers presented how they were able to hack into an iPhone using its charger at a briefing on Wednesday at the Black Hat cybersecurity conference in Las Vegas.

During a demonstration for CBSNews.com, research scientist Billy Lau and Ph.D. student YeongJin Jang explained that they installed software into a custom device, called Mactans, that mimics Apple's charger.

The device they presented, which is a small white box made with a 3D printer, is much larger than an iPhone charger. However, Lau says it is possible for a tenacious hacker to make a counterfeit version that looks exactly like one bought at an Apple store.

Once an iPhone is plugged into the device it could take less than a minute to install malicious software, called a Trojan. That time is lengthened to about 80 seconds if a specific app is being uploaded to duplicate and hide an existing one. After the Trojan is installed, an iPhone owner could carry on without knowing their phone is being attacked.

The researchers showed how a replica of Facebook's mobile app is installed on an iPhone. To the unsuspecting victim, nothing appears different, including the icon. Only a slight screen swap that lasts about a second gives any clue of suspicious activity. Everything else appears normal, but once the phone is turned off, the Trojan can begin to wreak havoc. The phone can then act on its own to punch in numbers and make calls.

Lau says that any app on an iPhone can be replaced in a similar manner, including a mobile banking app. There is also the potential that a phone can be put under surveillance, via screen sharing. Hackers can survey the device and see what is being typed on the screen, possibly stealing sensitive data like banking credentials and home addresses.

Lau says they are in touch with Apple, but it is not clear if the company is planning a fix for the exploit. He points out that a feature on iOS 7 beta will prompt users when a third-party charger is plugged in, but the same cannot be said for iOS 6 devices. Apple has not responded to several requests for comment.

In other demonstrations at Black Hat this week, researchers showed how cyber-criminals could hack into 'smart home' control systems. They're also exposing vulnerabilities in Smart TVs, driverless cars and other high-tech devices.

NFL announces changes to Pro Bowl

The National Football League is making drastic changes to the Pro Bowl in hopes of increasing popularity for the league's All-Star Game.

No longer will the contest feature a matchup between the AFC and NFC. Instead, players will be assigned to teams through a draft. The two leading vote- getters will join two NFL.com fantasy football champions in building the squads. Hall of Famers Jerry Rice and Deion Sanders will assist in the draft process.

In addition to a new format, there are several other aspects within the game itself that have been altered:

- There are no more kickoffs. The coin toss will determine which team is awarded possession first and the ball will be placed on the 25-yard line after scoring plays.

- The ball will change hands after each quarter.

- Each squad will consist of 43 players.

- The defense will be allowed to play Cover 2 and press coverage.

- The clock will stop if the offense does not gain at least one yard following the two-minute mark of every quarter.

"We were very receptive to the ideas that (NFLPA president) Domonique (Foxworth) and the players put forth," said NFL commissioner Roger Goodell in a statement Wednesday. "From there, our office worked closely with him in developing the concept. The players made it clear that they wanted to continue the Pro Bowl and were committed to making it better than ever. We think these changes will enhance the game for both fans and players."

The Pro Bowl player draft will be held Jan. 22, with the game played four days later at Aloha Stadium in Honolulu, Hawaii.

Manning not guilty of most serious charge

Army Pfc. Bradley Manning has been acquitted of aiding the enemy when he shared classified documents on U.S. military actions in Iraq and Afghanistan with WikiLeaks, but he was convicted of lesser charges, including espionage.

Military Judge Col. Denise Lind issued her verdict early Tuesday afternoon. She found Manning guilty of five espionage counts, five theft charges, a computer fraud charge and other military infractions. The aiding the enemy charge was the most severe and carried the possibility of life in prison.

Manning, though, isn't likely to avoid prison time. His sentence hearing will begin Wednesday, and the charges he was convicted of could mean 128 years behind bars, according to the Associated Press.

Shortly after the verdict, WikiLeaks, the website that served as the conduit for the release of the classified information, described the espionage convictions as "dangerous national security extremism from the Obama administration," reported the Associated Press.

Throughout the court martial proceedings, Manning's defense attorney argued that Manning's actions were well-intentioned and that he was acting as a whistle-blower ? a role that's become as vital as a free media, said Richard Reeves, a lecturer at the USC Annenberg School for Communication and Journalism.

"Whistle-blowers are a threat to power, and power is protecting itself," he told Yahoo News. "Military security, military necessity, national security ? those words carry great weight and they're trying to chill [whistle-blowing] and, in large measure, they're successful in that."

From the Pentagon Papers to Julian Assange at WikiLeaks, whistle-blowing is a way to protect free societies, Reeves said.

After the Manning verdict, social media lit up with news of the decision. Here is a sampling:

Prior to the verdict, dozens of Manning's supporters gathered outside Fort Meade, Md. Some of them wore "truth'' T-shirts and waved signs in support of Manning, reported the Arabic news site Al-Jazeera.?

Manning, 25, of Crescent, Okla., admitted to sending more than 470,000 battlefield reports from Afghanistan and Iraq, 250,000 State Department diplomatic cables and other documents to WikiLeaks, an international website notorious for publishing state secrets.

The website?s organizers also have offered support for Edward Snowden, the National Security Agency contractor who shared classified documents that exposed the United States? collection of millions of cellular phone call records and other intelligence activities.

Manning?s supporters and defense team argue that he did not directly hand over documents to al-Qaida and other enemies of the nation. Manning says he sent the information to expose war crimes and deceit.

Air Force Reserve Lt. Col. David J.R. Frakt, a visiting professor of law at the University of Pittsburgh, told the Associated Press that a conviction on the most serious charge would have created "a new way of aiding the enemy in a very indirect fashion, even an unintended fashion."

During the court martial hearing, prosecutors painted Manning as a traitor and said Al-Qaida leaders, including Osama bin Laden before he was killed in 2011, were able to view the documents WikiLeaks published.

I'm just some 18 year welsh old bloke who live sin the UK that felt like re-taking up roleplaying again, after stopping for a while due to stress in real world, nothing interesting to talk about really.

I first started off by just playing around on a One Piece roleplay site, (stop making that face), and then dabbled with a few wider themed sites before the sudden non-activity, so have some bit of know-how of roleplay, but might be a bit rusty really, and more amateur than pro at it. I found and joined this site by simply typing in roleplay in google and looked around, and really thats the story. Not really adrenaline filled thriller of a story but it's a something. Well, almost a nothing.
As for roleplays I like, tend to go for more action-oriented stuff, as well as fantasy and sci-fi stuff, but pretty much don't mind trying out any sort really, which doesn't help with narrowing down choices to be honest.

I also like playing video games, watching cartoons, watching films, hanging out with my friends and aimlessly wandering around with them, and for some bizarre reason, making pointless lists, oh and bbq as well as caramel shortcake.

Is @Transport the Way Forward?

?This is literally not my father?s Congress,? House Transportation and Infrastructure Committee Chairman Bill Shuster, R-Pa., told me in an interview a few weeks ago. It?s a blindingly obvious statement that carries more meaning than the mere words suggest, like saying you have to score more runs than the other team to win a baseball game. There?s a lot to unpack there.

Shuster?s Congress is not the Congress from the salad days of the mid-1990s when committee chairmen like his dad, Bud, were more powerful than the House speaker. It?s not even the Congress of six years ago, before the financial crisis and tea party anger ushered in a new era of austerity. Transportation issues in Congress are in transition, trying to find their niche in a post-earmark, tight budget landscape. That?s the overriding theme of a special issue from National Journal Daily, published last week, that goes inside the committee.

Shuster likes to say that his job now is more of a finesse game than a power game. As chairman, he is finessing infrastructure with a new online outreach effort?using social media, blogs, and community networking?in a campaign unlike anything the committee has seen before.

The committee staff plans to use ?Transport? as its tagline (or hashtag, or Twitter handle, or Web address, or headline, depending on the medium). The idea is that transportation affects everyone, so everyone needs to be interested. The concept is a 180 degree flip from the old days, when transportation legislation was written by and for the policy wonks; the most interesting parts (and I use that term loosely) were formula fights.

Now, Shuster will be doing Twitter Q&As. The committee will circulate ?Transport? YouTube videos. They might even ?crowd-source? legislative text on the Web. It?s the online translation of a statement he makes often in speeches to constituents: ?You don?t have to convince me that infrastructure is important. I?m sold. But you do have to convince everyone else.?

What would an online @transport community look like? What would it talk about? How would the conversation change from the inside-the-beltway jargon? What new ground might be broken? What should be preserved from the traditional mentality of the transportation community? How can the wonk community evolve? What are the dangers?

Gruenberg when he was still awaiting confirmation.

The survey is the most recent one conducted by the FDIC, meaning the data are slightly antiquated but still broadly relevant. Nearly 24 million households in the United States ? one out of every five in the nation ? were under banked in 2011, according to the survey. This is up by 821,000 households since the last survey, in 2009.

While Gruenerg is correct ? the huge number of unbanked and underbanked households in the U.S. does represent a huge opportunity for federally insured banking institutions ? it also represents a huge opportunity for non-federally insured quasi-financial institutions. One out of four American households have used at least one alternative financial service, according to the 2011 survey, and 12 percent of households use one on a regular basis.

While not all alternative financial services are suspect, people with undeveloped credit scores are often subject to costly ? or even predatory ? lending and services practices. Non-bank lending in particular has historically been predatory. Most people are familiar with payday loans: short-term loans with extremely high interest rates that most experts urge people to avoid if possible.

However, with federal minimum wage at just $7.25 per hour and not indexed to inflation, more and more people are finding themselves financially distressed and in need of access to short-term loans to cover basic living expenses.

The minimum wage issue is certainly not new, but the economic conditions of the post-crisis era have revitalized debate. Minimum wage was thrust into the spotlight during President Barack Obama?s 2013 State of the Union address, in which he called for an increase in the federal minimum wage from $7.25 per hour to $9.00 per hour, and for the rate to be indexed to inflation.

Recently, Wal-Mart (NYSE:WMT) and McDonald?s (NYSE:MCD) ? both major employers of minimum-wage workers ? have taken flak over payroll and employment policies. McDonald?s made headlines when it published a budget-management document that grossly underestimated the cost of living while simultaneously suggesting that a minimum-wage employee work 70 hours a week to make ends meet. Wal-Mart is in the mix for two reasons: because of a fight over the minimum wage in Washington, D.C., and because of its involvement in a?non-bank lending company.

New York Attorney General Eric Schneiderman recently called attention to the practice of several major employers like Wal-Mart and McDonald?s in using payroll cards.

Payroll cards are not a new phenomenon by any means. Research firm Aite Group says $34 billion was loaded onto 4.6 million active payroll cards in 2012. The group forecasts that the amount loaded onto payroll cards will climb to $68.9 billion by 2017, and that the number of active cards is expected to grow to 10.8 million.

At a glance, a payroll card functions like a debit card. Instead of being attached to a bank account, a person?s paycheck is credited to the card. Users can then withdraw cash at an ATM, spend directly from the card, or transfer the money to a bank account. But critics of the cards see a very fine line between this sort of financial mechanism and the idea of a ?company store,? in which employees are paid with credit that can only be redeemed at the business where they work.

And, as if the payroll cards weren?t enough, Wal-Mart?s involvement in a non-bank lending company called Progress Financial has come to light thanks to Bloomberg?s Businessweek.

Progress Financial ? or Progreso Financiero ? is a non-bank financial company focused on small, short-term loans. Specifically, the loans are targeted at the nearly 23 million non-banked Hispanics in the U.S. who are unable to access traditional banking services because of bad or limited credit. Businessweek?reports that the company reported 250,000 customers to date and expects that it will have as many as 1 million by the middle of 2014.

The loans issued by Progress Financial range between $500 and $3,500 and look a lot like payday loans, except with slightly lower interest rates of or below 36 percent. Like payroll at Wal-Mart, loans can be received on cards that can be used a lot like debit or credit cards. Loan payments can be made at Wal-Mart or other participation retailers.

At a glance, the service is a reasonable way for non-banked people to get access to the credit they may need for essential purchases. But the fact that the company is led by a former Wal-Mart executive, has a Wal-Mart director on its board, and is a venture capital firm with the Waltons (Wal-Mart?s founding family) as the firm?s largest shareholder has raised some eyebrows. Wal-Mart representatives have emphasized that there is no direct relationship between the lender and the retailer.

Wal-Mart tried to get into banking business in the early and mid-2000s but faced opposition from unions and and the established banking community. Progress Financial is a workaround that gives the retailer a means to become more financially involved with many of the same people who work for and shop at its stores.

?We had always hoped there would be some relationship with retail,? James Gutierrez, who founded Progress Financial in 2005 and was its CEO until last year, told Businessweek. ?Wal-Mart is the low-price leader, and that appeals to a certain demographic. There?s a lot of overlap.?

Microsoft launches new Yammer extension for Google's Chrome

Microsoft and Google may be at odds much of the time, but Microsoft also must know there are lots of PC users out there that surf the web using Chrome's web browser. A few days ago, the company launched an add-on for Chrome that allows users quick access to Microsoft's Yammer business social networking service.

The official Yammer blog states:

The extension adds a Yammer tab to your browser menu, and lets you quickly share any web page you?re viewing? ? just click on the Yammer icon, choose which Group you?d like to post your message into, and share your own comments with a link to the page.

The extension will also put in a red notification number on the Yammer icon if any other people on your Yammer network are commenting on the web page you are viewing. Chrome users can download it now from the Chrome store.

So why did Microsoft release the Yammer extension for Chrome browsers first, rather than their own Internet Explorer? According to ZDNet, a Yammer spokesperson said they wanted to release it for just one browser to "observe usage and engagement to inform future support."

Yes, that doesn't actually answer the question of why the Chrome browser was picked first but the article does point out that Windows 8 already allows Yammer users to share web pages on IE via the Share Charm. There's no word on when the Yammer add-on will be released for other versions of IE.

Health insurer Aetna's 2Q profit jumps 17 percent

Aetna says its second-quarter earnings jumped 17 percent and it raised its 2013 forecast, as the health insurer reaped revenue and enrollment gains from its acquisition of fellow insurer Coventry Health Care.

The Hartford, Conn., company says it earned $536 million, or $1.49 per share, in the three months that ended June 30. That's up from $457.6 million, or $1.32 per share, in last year's second quarter.

Adjusted earnings totaled $1.52 per share, excluding items like capital gains or losses.

Revenue climbed 31 percent to $11.56 billion, also excluding capital gains and losses.

Analysts forecast earnings of $1.40 per share on about $11.9 billion in revenue.

Aetna now expects 2013 adjusted earnings of between $5.80 and $5.90 per share, up from its previous projection of $5.70 to $5.85 per share.

Sony Online Entertainment will reveal first details on EverQuest Next at SOE Live on Friday beginning at 12 p.m. PDT, the company announced through the event's website.

The August 2 debut event will be hosted by SOE president John Smedley, development director Dave Georgeson, and other members of the production team.

The EverQuest Next event will last 90 minutes and will be streamed through the SOE Twitch channel.

EverQuest Next was announced in 2010 during SOE's Fan Faire, now known as SOE Live.

Unlike 2004's EverQuest II, the new title will not be a continuation of the events that began in the 12-year-old original. Instead, the studio is positioning EverQuest Next as a "reimagining of the EverQuest universe," one that will have "familiar faces, races, and places" but operate as an alternate dimension and with a "clean slate."

"Our task now is to take the game and evolve it and make it into something new for today's fans. And I would liken that to the brilliant job J.J. Abrams did with Star Trek?the reimagining of it," Smedley said in 2011. "That's what we're doing, and we've got some cool new things in store for players with the next one."

Social media gives voice, hope to young cancer patient

It has been a long four-year journey for 16-year-old Lauren Scott, who doctors say is dying of cancer.

Lauren, who goes by the name ?Lola,? was diagnosed in December 2009 with metastic retroperitoneal undifferentiated soft tissue sarcoma. She has endured 36 radiation treatments, five different chemotherapy protocols and two relapses as tumors have spread to her lungs.

?It's getting harder and harder to breathe, and I know what that means,? Lola told Fox News in an emotional interview via Skype from Reno, Nevada.

But one thing has kept Lola going: ?social media.

And she hasn?t given up ? just check out her Instagram, Twitter, Facebook or website, where hundreds of people have followed her during the tough times, like when she shaved her head for cancer, and the good days, too, like when her family all got inspiring tattoos together.

?It?s a wonderful thing just putting it all out there and being vulnerable.?

She has even started her own wish list, #Lolasbucketlist, which includes skinny dipping, eating a Doritos taco, and her greatest hope ? meeting singer Demi Lovato.

Social media has endeared Lola to people across the country who find her story inspiring and, in turn, have made the process for Lola a little less painful, a little less lonely.

?It?s a wonderful thing just putting it all out there and being vulnerable,? Lola said. ?It's a good type of vulnerable though, and just having all these people gravitate toward me, say such nice things. When I think of them, it just makes me happy.?

Lola was inspired by YouTube stars 13-year-old Talia Castellano, who became famous for her make-up tips, and 18-year-old Zach Sobiech, who inspired millions with his song ?Clouds.? Both died from cancer within the last two months.

?When I first got sick I was looking for videos on YouTube on how to put on eyebrows. And I found nothing besides Talia's videos,? Lola said. ?I'm thankful that I have because she's got how to put on fake eyelashes, and how to make yourself not look pale from chemo.?

The social media platforms also are turning more attention to adolescents and young adult cancer patients. Lola is one of about 70,000 people between ages 15 and 39 who are diagnosed with cancer each year. Yet, this middle generation is often forgotten. Survival rates for teenagers and young adults have not changed in almost 30 years.

Experts say people in this age group are often delayed diagnosis of primary cancers; doctors have a poor understanding of the biology and etiology of the cancers that affect them, and get inadequate access and low rates of participation to clinical trials.

Matthew Zachary, 38, is the Founder of StupidCancer.org, a non-profit organization designed to empower adolescents and young adult cancer patients. Zachary was 21 when he was diagnosed with brain cancer, has since been in remission, but wishes he had social media by his side 17 years ago.

?This (cancer) is a life-changing experience, and it's difficult enough to be in that age group,? Zachary said of social media. ?So the idea of meeting somebody who has gone through that, that is your age, that gets what it's like is transformative.?

Zachary said while people like Lola say they are getting strength from social media, the world is getting more from them.

?There aren't as many cancer survivors in the world as there are people who've watched these YouTube videos collectively,? Zachary said. ?The general public is really hungry for inspiration and really hungry for people who show them what life is really about.?

Letter: More Leadership Needed from Town on Special Ed Mess ...

To the editor:

At its last meeting, the Board of Selectmen discussed expanding our elementary schools due to burgeoning enrollment. With members of the Board of Education in the room, I expected someone to ask about the swelling controversy regarding Special Education in Darien. ? Nothing.

It is not the Selectmen's job to set policy for the public schools, or to instruct the Board of Education how to spend its annual operating appropriation. But the Selectmen do have a leadership role in town. They can set the tone for how everyone regards the more vulnerable among us. As of this writing (July 28, 2013), they remain silent.

The CT Department of Education found that Darien violated State and Federal laws regarding the rights of special needs students and their families. New information about this shameful and embarrassing situation (including inappropriate actions by members of the Board of Finance) is revealed every week.1 What are our leaders doing?

On July 25th, the Darien Times astutely observed that the Board of Education's proposed (but not started) internal investigation could be compromised by its law firm's conflicts of interest.2 On July 26th, the Darien News reported that the Board of Education is complaining about the cost of complying with the FOIA requests that uncovered the wrongdoing in the first place.3 Neither revelation inspires confidence that the Board can effectively lead efforts to root out the rot.

E-mails acquired through FOIA requests show that members of the Board of Finance were willing to bankroll the Board of Education's efforts to justify flawed policy.4 Making open-ended financial commitments by e-mail is inconsistent with the Board of Finance's role to oversee Darien's spending in an open and transparent way.

Special Education is not an expensive nuisance; it's a civil right.5 Incurring costs to first defend and then correct avoidable civil rights violations, and to re-tool the damaged Special Education Department are the true expensive nuisances. Re-building trust will take more than money. That requires leadership.

Carbon tax raises costs, cuts jobs

THE carbon tax has slashed hundreds of millions of dollars from company profits and forced struggling manufacturing firms to shift production - and jobs - offshore.

A national survey of Australia's $110 billion food processing industry has revealed nearly 30 per cent of businesses reported cost increases of 5 per cent or more since the carbon tax was introduced.

And 67 per cent of companies - including many small businesses - have been unable to pass on these higher costs to their customers.

Instead, they have been forced absorb the price hit on their bottom line.

Another audit by the Australian Chamber of Commerce and Industry reveals 82 per cent of businesses report the carbon tax has reduced profits - a year since the greenhouse scheme was introduced.

Around 30 firms were surveyed by AFGC with several deciding to shift production overseas to escape the carbon impost.

While higher energy bills is the biggest expense, the carbon tax has also added to rising packaging, transport and other expenses.

One food processing firm said the carbon tax had added nearly $5 million to operating expenses - including $500,000 in packaging and $240,000 in freight and storage fees.

Murray Goulburn, Australia's largest dairy firm, says the carbon tax has added $14 million to its annual expenses for the year to June 30.

Robert Poole, general manager, shareholder relations, said Murray Goulburn "cannot pass on these costs" because the price of dairy was "primarily" set by the global market.

But higher energy bills remains the biggest cost burden for manufacturing with nearly 50 per cent of those firms surveyed reporting their electricity bill had jumped 15 per cent or more.

One of Kevin Rudd's first decisions after ousting Julia Gillard as Prime Minister was to accelerate by a year plans to shift to a floating carbon price - in order to reduce the impact on business.

But AFGC chief executive Gary Dawson said it was already too late for a number of companies who are "reassessing their production planning in response to high costs".

"For a big energy user the additional cost of the carbon tax on their energy bill alone runs to millions of dollars a year so of course it forces an assessment of whether there are lower cost options (offshore)," Mr Dawson said.

ACCI chief economist Greg Evans lashed out at the carbon tax and other green programs which he said "have encouraged a de-industrialisation trend in the economy".

"We are already seeing an impact on jobs and investment in industries reliant on energy. This includes food processing, plastics and chemicals, metal manufacturing and oil refining, where we have seen successive announcements of winding back investment or relocating production facilities offshore," Mr Evans said.

Innovation and Industry Minister Kim Carr said the Government's decision to move from a fixed to a floating carbon price one year early "will link Australian businesses with international markets, reduce carbon liabilities from 1 July next year and provide certainty for firms looking to invest in Australia's future".

"The food processing sector stands to benefit substantially from the Asian Century and Labor will do everything it can to see business realise the opportunities on offer," Senator Carr said.

With his wife, Huma Abedin, a former top aide to ex-Secretary of State Hillary Rodham Clinton, alongside, Mr Weiner apologised and promised that the "behavior is behind me." He later admitted that he traded racy messages with at least three women since leaving office.

He vowed to stay in the race, saying he believed "people care more about their futures than my past with my wife and my embarrassing things."

Ms Quinn led the race before mr Weiner jumped in but slipped behind him in most polls over the past two months. But a one-day poll conducted after the latest revelations has her leading Mr Weiner in the race for the Democratic nomination. The mayoral primary is on September 10, and the general election is November 5.

Mr Kedem had managed the re-election of John DeStefano Jr. to a 10th term as mayor of New Haven in 2011 and worked on Hillary Clinton's failed 2008 presidential campaign.
